Inquisition - Is there a bug? Not able to train or perform inquisitions

I am playing a game with the following civics.
- Federation
- Theocracy
- Proletariat
- Free Market
- Volunteer Army
-State Church
- Public Works
- Intervention

I imagine one of these civics are preventing the training and use of inquisitors.

I did a quick search in the 'Civ4CvicInfos' file and generally found that most civics don't contain true or false values for the inquisition options. That is as far as my knowledge allows me.

Any thoughts by those better knowing than me? Which civic is causing the block and how can I fix it?

IIRC you need Intolerant to train Inquisitors and a rigth combination of civics that won't block the use of it.
