Is the carrier the only way to increase max air unit cap if stationed in city?

I've gone tall and I'm surrounded. So I've maxed out my 5 cities with 3 air units each. My question is whether the carrier is the only way to increase max air unit cap if stationed in city.

I believe so that carrier's would be your only normal way to increase the cap. (I think think the gunboat or whatever the upgrade is called allows for one air unit on it as well)

That last line is true. For at least one of the affinities (maybe all 3), there is an upgrade option towards the very end of giving the gunboat the capacity to house one aircraft. That makes it a very powerful unit.
