I had a cultural victory in 251 turns... but I cooked the settings:
Siam
Large map (more CS, more RAs)
Archipelago
Pillage exploit with Pyramids: it only takes 2 turns to repair my own pillaged tiles, which comes out to 150 gold per turn per luxury... with AI's massive gold every AI=an RA, every CS= an ally, and every building is bought except for Wonders. Pillage team = 2 workers per warrior/scout, build a road between luxuries if not close.
Yes, really cheap and despicable!!! But if I was better I should be able to bring that number down.
