- Founds a city when starting a turn on a city ruin, which receives 5 Global Happiness, Food, Science, Culture, Faith, and Production.

- Costs less (500 -> 400), but more maintenance (3 -> 4).
- Doesn't require a Factory beforehand to be built.

- Replaces the University.
- +3 Science and 1 Culture beyond the regular Yield bonuses of a University.
- 3 Scientist Slots.
- Enacting a social policy (Openers do not count) grants Great Friend Points and Great Scientist Points equal to 10% of the current threshold.
- It is its own unique type, replacing no previous Great Person.
- Cannot be acquired by normal means, although Aoi may acquire them through Instant Great People effects such as Leaning Tower of Pisa or the Liberty finisher.
- Points are generated if the empire is in a Golden Age, or if the city is in a We Love the King Day, with the points stacking if both is the case. Points are also generated based on the culture and faith output of the city.
- Can be planted into an Academy, Holy Site, or a Landmark with 3 base Culture.

- Passively Grants 3 Production and 2 Tourism to a nearest city within 3 tiles range if on friendly territory, although multiple Nigri Domini do not generate stacking bonuses on the same city.
- Garrisoning a Niger Dominus grants the city 10% Production.
- Can be used to conduct Trade Missions, Concert Tours or Hurry Production for 80% efficiency when compared to the respective normal Great Person.
UB - Hong Kong Gay Bar
- Replaces the Zoo.
- Does not require Colosseum beforehand.
- Provides +2 Culture and 2 Slots of Writing.
- Each slot filled grants all future units trained by the city 10 extra Experience.
- Grants 1 Production per 2 citizens in the city.
