Mods but not scenarios

I have civ 4 complete. I just installed it on my laptop. With the vanilla mods Desert War and American Revolution, when I press "play a scenario" or "custom scenario", there's no scenario there besides "WB quick save" (which just seems like a save of the last game I played). Do I have to reinstall the game, or...?

I don't have complete, instead the retail versions of the game and it's two expansions.

Here is what you should find in civ4 install folder:

For me, launching Vanilla, then loading the mode and Selecting "Play Scenario" does indead bring up an Entry for the "American Revolution".

I don't have the WBSave file or the .ini file. Why is this?
