I'm trying to make a new technology in a modular mod I'm making. However, when it shows up in the Pedia, there are no prerequisite techs and I could build it from the start, even though I set it up to require Mysticism and Writing.

Isn't it the case that you satisfy the OR tech so you can study it. I think the XML is saying you need no tech OR (Writing and Mysticism).
 
I had the same problem when I had an Or Tech (Writing, I think).
