Money trades need a higher character limit then 4.
I was playing Venice and I wanted to buy some puppets. The AI does put a price on their cities but developered cities often have a higher price then 10,000 or even 20,000 dollars. The most you can put down is 9999 because of a randomly applied 4 character limit.
The even more annoying part is when I put down 9999 and ask what they think they will suggest something like 10054 and some resources and some GPT just to rub in that they can go past the character limit and I can't.
