[BNW] Multiplayer occasionally lags, not allowing anyone to input commands

Hey all.
Effectively, at seemingly random times, a multiplayer game with friends (4 players lan, one player internet) will hang, not allowing any players to move units, choose productions, or any actions whatsoever. The "loading" globe doesn't appear, and everyone can still move their views around fine.
This *may* be happening when a particular player tabs out, but it seems really odd that that would be the cause of the issue.

This is still happening. It's one specific player that tabs out and halts everyone.
