Need help with new mod game creation.

First if anyone wants to discuss my game idea and help with its creation I would love the help since I am new to modding. For my first of many questions that I will have. Can you make it to where you can spend all production in one turn? Example say your city has 20 production to spend I want to be able to spend all of it on the custom troops I’m creating. So if the troop cost 2 production I can buy 10 of them and set them all within the generated border of the town. Then can you give troops invisibility until an enemy unit is within a certain range of them. I am looking to create a completely new turn based chess like strategy war game like the table top versions but with a lot of my own personal ideas. Any advice would be amazing.
