At marathon speed, the negative numbers will go to twice the max positive (e.g., max 45 to -90).
You're paying too little attention to the diplo screen, 442.

Bug in the code of the diplomacy window, very easy to solve, and solved in the Global Relations mod. Affects any speed different than Standard. Basically, they used an exported variable (to XML) for all speeds, which only has one value (corresponding to Standard speed), instead of using the variable that is read from each different speed.
