In fact, you could make a solid argument for Korea being in the bottom 5 as far as Civ rankings scientific wise, for Civs found in Civilization 5 to date.
Anyway, I think they could replace the Seoul CS with Hong Kong or Kuala Lumpur (if they aren't already in), as the music would fit them a bit better. I'm not entirely sure if Firaxis plans to make new city-state "sting" music, but that would be more appropriate, and not take too many resources to do.
One of the sad things about having a CS vanish from the game is that the Civilopedia entry also vanishes. So the fun-to-read Seoul CS text vanishes. I don't think there's a way to keep it in the game, right?
kuala lumpur is definitely in game, but hong kong seems like a like great replacement....

That would certainly annoy the Chinese government to have Taipei as an independent city state. Likely they would have to edit that in a special Chinese version.
Mind you, they had Lhasa and it didn't seem to cause an uproar as far as I know.
Anyway, Taipei is in the Chinese city list so I think the point is moot.

I would personally suggest Kabul. A city that is reputedly over 5,000 years old and has been independent for a very large portion of that deserves a spot. It's been fought over by countless empires as well. Seems to fit in very well with the designer's vision for city states.

If Tapei or Hong Kong were City States, they'd have to change it for the Chinese version. I'm sure they have enough problems with Lhasa. I think the Asian Tigers aren't going to be fully represented.
As for Kabul or Bactria, it's a possibility, just keep in mind it's got to be a Cultural City State. There are some cool cultural icons in Afghanistan (some of which have been blown up by the Taliban), so it's not out of the realm of possibility. Just make sure not to suggest any random important city.
