No hammers from Calabim mansion.

In several threads on this forum, I read that calabim mansions should give 1 hammer per unhappy face. I interpret this as I should get 11 hammers from a size 10 city, 10 from too crowded and 1 from the mansion itself. Now, in the version Im playing, the mansions clearly dont work like this. I only get a hammer if I actually have unhappy citizens in the city. Is this a bug or feature? If mansions only give one hammer per unhappy citizen and not per unhappy face, then they arent as powerful as I first thought.
