Hah yeah, Monty is one of the craziest warmongers in the game unfortunately. I had him friendly through the greater part of a game recently but once he vassaled pretty much every AI except me he declared even though I had probably +10 diplo with him at the time. I won a cultural victory 1-2 turns after he declared though so I was lucky heh.
