pirates mod

Does anybody have any ideas as how to actually increase the pa in a city? how to have the city choose pirate . I have tried everything i can think of to spend the pirate booty in the city to no avail.nI have gone through all the hints but still can not get any pirate buildings even though I have millions of cash boats full, ground full nothing. I have sent it to the mother country, i have taken it to the mother country. to no avail.

Also for some reason you cant play the mode in internet mode. the game just does not show up. have several players wanting to play this exciting mod!!!!

please help.
