[Vanilla] Policy Slots Dissappear

I just started playing vanilla. I'm Pericles on Prince, in the Industrial Era. I have Enlightened Republic so I have 1,2,1,3 slots (3 because Greece). I thought it'd be great to get 4 Wildcard slots so I build Forbidden city. The turn it was finished, I lost all my slots in the first 3 catagories. so now I have 0,0,0,4. Did I miss a tooltip telling me this would happen? Is it the forbidden city causing this? Did my government "expire" due to the industrial age?

No idea what caused it but it is under no circumstance intended.

I would post about this in the Bug Reports forum — this seems super weird. I've built Forbidden City plenty on vanilla and on R&F and never seen an effect like that.

Did you try exiting and restarting?

Yeah, I restarted and was able to progress with all of my policies. A lot happened that turn. Everything works now.
