Power Up Mod

I think I'd go for promotion being resource bases... you have several stone types going to stone hut and you get bonuses as the workers gain experince (not literally) working with different types of stone. Work with sand stone and slate and obsidian are different processes.

You could also do something like, train X units of a specific type and the barracks gain extra :hammers: when building that specific unit type. After a while a train enough archery units in one city and they get a percent chance to get a free promotion.
 
could this be applicable for improvement to? like a fort that gain xp for defensive combat won (like a great general) and gain useful promotion (extended ZOC, boost to defender, better healing, damage to enemies surrounding) in rp it would be that useful fort near enemies line get upgraded to counter invasion.

It could be used on other improvement too, like a farm that get xp for its city gaining pop and get Somme promotion (small watermill that give hammer, fortified farm that survive one pillage and reduce movement of enemies,etc)

Like always im just trowing ideas without knowing if its even possible.
