yes, works for all units. and the AI should be able to use this ability just fine, that is the beauty of it.

add <Row Class="5" Name="CORE_RELAXED_BORDER_CHECK" Value="1"/> to CustomModOptions.xml to activate the new movement rule!

If there's any proposal left to be made here, its probably about what units should or shouldn't get this ability. If it were to be modified from universal availability to all units, i'd limit it to all naval/embarked but only recon on land.

Can you make it a promotion ability too? So then we could make it an ability to some units.
Also, I wonder, what if this ability is similar to the ocean one where it costs double the movement to cross through? So then not all units are able to pass through.
