Question about ancient ruins and populations growth

So I play the Shoshone as I love their UA and pathfinder unit.

My questions lies with finding and ancient ruin and choosing populations in the start.

Let's take an example, your city has a population of 1 and is 2 turns away from growth and you find an ancient ruin with which you chose populations growth.

Does that leave you with a populations of 2 with 2 turns away from a third?

I know I could just game test this, but I wont be near a computer with access to the game before Friday in which I'm going to play my friends in an free for all 8 man lan party and I wanna beat them!
 
Just wait to hit an extra citizen(or low in the food bar) before getting a new citizen from a ruin.

Even with a regular civ i sometimes wait a turn or 2(circling around) to let a me a chance to get a possible free pop. If another player is around i of course take that ruin asap.
