Question about multiplayer ethics

Im playing a game with someone, we made two special rules, not to use fundy or the Demo./Rep. pop. boost trick.

Now where in the Early Modern Age, and since i had 3 long periods of Anarchy each like 10 turns i stole a few of his techs since he had a big lead.

Now he is very pissed that i took 6-7 of his techs and am invading after we had an informal peace. He's threatening to quit the game and everything.

Who's right, who's wrong.

Stealing techs and war are both part of the game. You might have seen the need to steal them, fine. He might want to take a city or two in return, fine. I have often done the same. You broke the peace by stealing techs. Getting all cranky and threatening to quit over it is a bit childish.
