question about using nukes in civ 5

I saw some videos online and I noticed that when people were nuking cities, if they were low enough, it would completely obliterate the city and it wouldn't exist anymore. For the life of me, I can't seem to do it in my current (and first nuke-activated) game. It's not a capital and it's not even the original city that I'm nuking. The city has like less than a 1/4 of a bar left and I dropped 2 nukes on it and it would only reduce the population to 1.

Is this a bug or did they change things and the videos I've seen online aren't accurate anymore?
 
Nuclear bombs won't destroy a city, Nuclear missiles are required to do that, the bombs are much less powerful but have a longer range, the missiles have a shorter range but do far more damage.
 
Capitals and city states can't be razed or nuked out of the game. So if it was a city state, that's why. :)
