Do wonders who claim to have effects over the whole continent, really do?

I mean, when I started with the game I refused to build (for instance) The three georges dam, since I thought it would provide EVERY city in the continent with power, including others civs cities...

Is this right, or do these wonders refer to every city I own in that continent???

It only applies to your cities, there are very few wonders that apply to all Civs. The Manhattan Project and the UN come to mind.
