Hi, I encountered a bug with great people improvements on pillaged strategic resources;
Expanding a great person on a pillaged strategic resource doesn't "repair" the tile and will never give you access to that resource. (Means you already have a worker improvement on that tile but it is pillaged, so you don't get access to that resource.)
Provided saved game setup ro reproduce the problem:
Multiplayer - local host
Player 1: Pocatello - Shoshone
Turn 518
1) A great prophet is going to the closest pillaged iron resource on its right to improve the tile into a holy site.
2) When you click to expend, you get the warning about replacing an existing improved tile.
3) Clicking yes expends the Great Prophet into a holy site providing gold and faith but connects no iron to the empire's network.

In order to confirm the bug is only with pillaged tiles, you can try and repair the pillaged iron BEFORE expanding the Great Prophet and it will effectively provide the strategic resource.
The same happened to the Custom house near my capital city many turn ago. The great merchant has expanded onto a pillaged pasture making it provide no horse resource at all.
