Hi all you swingin modders... I'm no modder, so I'm going to toss an idea out here and see if any modder will run with it, and perhaps bring it to reality.

The idea I had basically deals with adding a new technology to the game.

Fanaticism

Requirements:
  • Must have founded a religion
  • Must have the "Theocracy" civic Active
  • Must have built the religion's holy shrine

Allows:
New unit:
Terrorist

Stealth unit. Hidden nationality with % chance of discovery. Discovery chance is increased by presence of enemy spies (or Patriot Act, see below). Send to enemy cities and explode to destroy population (or improvements, or both), create unhappiness (Fear). Activation consumes the unit (suicide bomber).

Mechanism should be similar to using a nuke, many (or all) other civs will either go hostile on you, or lose some number of relationship points with each for sponsoring state terrorism.

Required Tech: Fascism
Required Civic: Police State

Mobilizes a civilizations intelligence services to combat international and domestic terrorism. Produces +1 :mad: in all cities of that civilization due to reduction in civil liberties.

Anyway, there's the backbone of my idea. Any thoughts? Any takers?
