road building for conquest

Yesterday Bismark started to build a railroad in the open lands between his and my cities. I didn't believe it at first so I let his workers continue to see where this was going...10 turns later he had it connected to a road I had on the edge of my borders and DoWed!

For all its stupidity there are times where the AI is having epiphanies...
 
It's the left-handed workers bureaucracy at work ;)

Some left handed worker manager got an advance notice of the upcoming war plans to take over your city on X date and he figured building a road connection would be a good idea.
 
In early game, I build a complete road network but only the minimum I need to connect all my cities to capital. E.g. Trade routes plus military movement but only on those roads I would have needed anyways. If money really tight I hold roads to cities until at least pop 4.

But even before mid game, I usually have enough gpt to support 'off trail' roads I build purely to expedite military movement and for ease of access in/out of key defense hills, forests, citadels, river crossings, etc.
