Up until what population does a settler 20 food not increase the city size?

2 pop= 10 food
3 pop= 20 food
4 pop= 30 food
5 pop= 40 food

and so on....

so settler will only grow the city if it's 1pop or 2 pop, or if you have banked some food in that city and then added the settler...

not really that great.

After like 8 pop it's not the same, but difficult to say..
