Running Civ V without Steam

I am having all kinds of problems, all of which are traceable to Stream. I was able to play two games, but now it crashes all the time when attempting to load. I have tried all the troubleshooting tactics I could find mentioned on the Stream website.

How do I run Civ V on my PC without Steam?

All I want to do is play Civ V in single player mode against the computer.

You can't run it without Steam, but Steam does not have to be in online mode. Take Steam offline and see if you can load the game.
 
To run Civ 5 in offline mode do I need to uncheck the "Enable the Stream Overlay while in the game" option in my Stream properties?

I cannot see any other place to do so? Sorry for the basic question.

At the top left of your Steam client screen (if you are in Big Picture mode, exit that to get to the "regular" Steam client screen), click Steam, then Go Offline. Steam will restart in offline mode (it will say "Offline Mode" at the bottom of the screen after it reloads).
