Settling a new city three tiles away?

I have't specifically testing this yet, but I have had this "sense" that it may be true, so I will ask. (I'll delete this post to avoid confusion if it turns out to be wrong)

Does having a city that owns a tile on another landmass negate the CityRange -1 rule? If the cultural borders spread onto the island tile, would the city then be part of that landmass as well?

I'm asking if this is true:
Cities are considered on separate landmasses and capable of being 3 tiles away so long as they do not claim land on the other landmass.

Anyone know?

If this is true, it might explain the difference between lefuet's saves.
 
Cities can only settler 4 tiles away from other cities, the only exception is settling in a different land mass.
