from CIV1 to infinity
This is what I did: I set up a scenario with 20 CIVs, 18 of them should skip the first turn, 2 shoudln't, here comes the "bug" (maybe it just doesn't work): one of the CIV starts the game, then the turn just goes normally, and the second CIV plays sometime after most of the other 20..... shouldn't it be second to play???
