Right now you can't save policies because this is too big an advantage in some cases (though you can select the option in the advanced options).
What I really really hate, is getting a policy just a few turns before going into a new era and then being forced to choose a crap policy or worse, open a branch i do not want.
Now, this can be avoided by micromanagement, making sure you get a new policy right on the turn you need it. But I dislike micromanagement.
How about allowing you to save a policy, but not gain any culture untill you actually spend it. So you can never save more than one and you're losing out alot on culture and policies by doing it. This would mean it is only usefull when you want to wait just a few turns untill you reach an era or can buy that monument in your fourth city.
No downsides to this suggestion, right?
