Smaller hexes/more of the strategic view map sometimes but not others

Playing in strategic view...
When I first start a game until I quit and re-load, my main territory is in the middle of the mini-map screen and I can zoom way out with very small hexes.
Once I load a game--I usually just use quicksave cuz I never have more than one game going at once--I cannot zoom out as far so less of the map is visible at once. [And my territory is split on each end of the mini-map]

Is there a way to get back to where I can zoom out the max amount?

I changed the screen resolution to be half as wide.
Opened the game.
I was able to zoom far out again.
Saved the game.
Changed the resolution back to full.
Opened the game.
I was able to zoom far out again.

So much better.
