Social paths unbalanced?

If you're a warmonger, just invest the less culture points you have in Social Policies that effect your military and steamroll the civs that chose to be namby pamby builders/culture whores. :king:

We don't expect cultural (human) players to be great conquerors, but they must be able to defend their land in a defensive war. Getting consistently steamrolled by simple, frontal aggression would mean that all good players will dismiss the culture strategy. The cultural victory condition would become irrelevant in competitive play. I suspect such considerations underlie SP like Oligarchy (+33% combat strength for military Units fighting within the empire's borders).
 
I guess the bonuses from a load of culture will sum up nicely, giving culturemongers an edge this time. Having almost all culture bonuses will make your empire very powerful.
