OK for everyone having a problem of sound lagging and cutting out, here is the hundreth thing I did, and it worked!
I looked over DXdiag again, and for some odd reason I missed that the primary sound was set to the wave device on the modem???? I have know idea as to why, all other windows settings for primary sound are correct.
Anyway I disabled in all hardware profiles, the wave device for modem. Then I checked my DirectX version again. It all looked good, but I figured, what the heck, lets reinstall directX8.0a.
I didn't think it would let me, as I already had it. But sure enough it reinstalled. Reboot, and *POOF* sound never cut out in the game, and sound lag was MUCH better. (Although still slightly behind the actions.)
Very wierd, as ALL other games I have work perfectly. Some odd sound/DirectX programming in game I guess.
