Stock Exchange/ Commercial Dock Missing!

Hello,

I have been playing Marla Singer's World Map Scenario as Americans for some time now I have a big problem now.

I just can´t build the Stock Exchange or Commercial Dock. They don´t even appear on my Civilopedia. It shows a blank space.

I thought that maybe this was some rule from the Scenario but this scenario has default rules.

When I try do edit it from de Scenario Editor I still can´t find these cities improvements from de options. They vanished.

I´m sorry my poor english, it´s because I´m brazilian.

The map might be only for plain Civ 3 so no Commercial Dock or Stock Exchange.
