stop edge scroll?

I probably have all the all the downloadables, if that makes any difference, but I'm trying to stop edge scrolling. I play full screen. Don't know why its bugging me more now than in the past but it is. I didn't see anything in the game options to stop the edge scroll. Just one to slow the map move while in the city screen.
