This is with a combination of Solver's Events and his unofficial patch created as a mod 'SolversEvents'.
It may be difficult to notice on high end machines.
Steps to reproduce:
1. Load the save game (3900 BC) from a fresh launch.
2. Move the scout (or not) and click next turn.
3. Observe unusually long delay, then choppy scrolling graphics.
4. Reload save from the game and repeat steps.
5. Observe 'normal' performance.
Basically, if you load the save from the main menu or from within the game it functions fine (at least for the next ~20 turns). If you load it from a fresh launch it exhibits this problem. The turn that it occured on can change; initially I observed the problem 2 turns in, and relaunched the game to try to resolve the issue.
I was able to reproduce this multiple times.
