Subscribed mods not downloading -- server problem?

I recently reinstalled Steam and downloaded Civ 5/BNW from scratch, hoping that this would solve some problems with subscriptions. However, only 10-12 of my 70+ subbed mods downloaded when I selected the Mds button on the opening menu. Are any other players having similar trouble now?

Bumping this since I can't install any mods; anything I subscribe do doesn't download in game, and when I cleared all my mods it wouldn't redownload anything. So now I have no workshop mods and it's annoying since I've redownloaded the game and verified the cache and deleted the My Games folder and nothing works at all.

EDIT: Issue resolved!

I found folders in

\Program Files (x86)\Steam\userdata\[USER_NUMBER]\ugc\references

that had the relevant .civ5mod files. I moved those to

Documents\My Games\Sid Meier's Civilization 5\MODS

and it worked.
