This is not a valid civ4 suggestion. You can already do this in Civ3.

Perhaps the Supreme Court in Civ4 should have more power, at least under Democracy - like deciding which improvements are sold if the treasury is in debt, or even impeaching an AI leader who repeatedly flouts diplomatic efforts?

How would impeachment work? It's still the same guy playing the game, so it would really be purely ceremonial.

With a supreme court the corruption should be reduced. Additionally because of the cases the economy shall get a bonus. More trade. But now you can´t raise a captured town anymore because of the human rights (when/ if invented).
