Tech trading is set to be on from the start (if you select either play now, or you run a quick play now before running whatever your game is going to be). All you need to do is research trade. If, however, you don't like it, you can either turn off tech trading completely, or you can turn off tech brokering (can't trade the tech if you traded to get it). Both these options require a custom game though.
