I don't think this is necessary. Something like it already exists in the game, where you beeline archaeology and then dig all the AI's sites before they know what's up.

What might be a nice add is if you could plunder a city when you capture it, stealing all the great works, but returning it to the AI. You get the gold and great works but not the city or the unhappy. The AI gets the city back with the unhappy penalties applying to the AI (or you if it is done by the AI). You still get the warmonger penalty for being so violent.

I also think there should be diplomatic penalties with a civ if you have their beads. You could trade their artifacts back to them to improve relationships, or gift them back for a big diplomatic boost.

I wish wish the gw trading were in the usual trading system.

I think if a civ takes artifacts from within another's borders when there is a DoF then the offending civ should get a "stolen antiquities" penalty which can only be remedied by returning the particular artifact(s) to the offended civ.
