Foreign Legions upgrade to Infantry and retain their unique promotion.
The tenet itself permanently increased the free unit count even if you gifted them to city states.
The unique promotion is offset by having 0 xp. If they are not your first tier 2 pick, you need 720 gold to upgrade the lot. That is usually a challenge for me!
Yeah, but what is the value of that? 18 gpt? Seems kind of weak. FL as my first tier 2 pick have saved a few games for me. FL as my second tier 2 pick are just not so compelling. The +4 to GP plots and landmarks very much competes for my interests.
But this is what I like best about Freedom: three awesome tier 2 picks.
Yeah those foreign legions are good if plan is only opening Freedom just to get SoL and units before switching to popular ideology.
In my case...going permanent Freedom, New deal and Universal suffrage are always a priority tier 2 tenets.
It shouldn't be. You should be swimming in gold at that point of the game iirc
I think those are the best two ways to approach Freedom. If permanent Freedom, do you always pick ND before US or vice-versa? If permanent Freedom, do you usually get around to a third tier 2 tenet? If so, do you bother with the six FL?

I often am also counting on the Foreign Legion troops. If you get them as your first T2 pick, they are cutting edge. If you get them as your second T2 pick, they will be close to obsolete.
Why not build them side by side? Research metal casting, build stables/forge/workshops in expos, plus some trade units in cap. Get education, rush buy 1, and when the last workshop is done, immediately build Ironworks in cap after university. Might slow your tech a little, but gives you more time to buy cheap religious buildings before going into renaissance. Plus you pretty much win World's Fair. I've tried this many times on Immortal and twice on Deity with Shoshone and Germany.I find Ironworks to be exceptional to boost your production and I built it as soon as I get all my workshops up (which is usually pretty early but after the Universities.
