Chinese names are written in the order surname first name. I haven't noticed any problems other than "Qingua, Wu," which should be in W as "Wu Qinghua."
 
Index: Leaders By State

The attachment is an index of all leaders sorted by their state, country or civ, updated to the time at which this post was last edited. Some obscure states are folded into their modern equivalents. There are special sections for pan-American leaders like Bolivar and conquistadors, and for leaders from religion or mythology.

Yeah, I knew that was wrong... It is just that there aren't any LHs that start witha Q. I guess now, that we have Dan Quayle I can move Wu Qinghua to her correct place in the letter W.

This is good. It would be better with an index sorted by country/state/civ. Here is an example, attached.

That's a nice job, it is good you posted it here. I'm not going to update it like you suggest, but it is a nice guide for people to look for a leader of a specific country, and then go to the alphabetic list.

Toussaint L'Ouverture should be in the L section.

His full name was François-Dominique Toussaint Louverture. As much as I understand from what I read so far- Toussaint is a family name.

Oh yeah, and the Emperor and the Overseer should be in E and O, respectively.

Since these are names of characters it is not that important, IMO.

Toussaint Louverture seems to be the given name, with Toussaint being the surname from birth and Louverture added later because it sounded cool, pretty much.
