Which balance concerns?
(Was it about being an exploit because AI would not use it?)
Personally I am ok as it is.
(I am not really missing a "Triangle Trade" option.)
It is in fact a little cheap (or at least boring) to just transport goods from Europe to Africa.
But most likely it is not even the most efficient strategy either because you will not have the transport ships to bring goods from New World / Units to New World.
If the feature is fully functional I personally would not mind if we add it.
Nobody would force the players to use it.
Isn’t the whole point of the Triangle Trade that ships did no go directly from Africa to Europe but
Europe --> Africa --> America and then back to Europe because that was the best way to use the trade winds?
Well but we would still need to allow Travel directly from Europe to Africa.
And if we already do so, we should also allow the other direction.
Summary:
If devolution already implemented it, I see no real reason not to include it into WTP.
(As I said, I do not believe that it is a really efficient strategy but we could still allow it to players that want it.)
Edit:
For me it is basically devolution's choice to add it or not.
No player will be forced to use it anyways. It will be just another strategic possibility.

If you already implemented this, are you planning to add "Travelling between Europe and Africa" to the mod?
(This could of course happen for 2.8)
