Turn off Rebel Sentiment Decay?

I have yet to win a game because everytime my rebel sentiment gets to somewhere in the 40's and it begins to go down. I've read the tip with all the detail about how it works, but I think it ruins the game. Is there any way, like a mod, to turn it off?

I don't like how the LB / Rebel sentiment work either. But once you know it, you can play it.
