There are a couple of relatively simple steps to achieve your desired effect:
1) There is a lua event that fires when a city is captured (I don't remember the exact name off hand). This is the event you want to hook into.
2) Test to see if the original owner of the city is the same as the new owner. This ensures that the city is being recaptured by its original founder (aka liberated).
3) If the city is being liberated, put a building in the city that has global happiness.
