UI Mods won't load on game load

I was playing a fun game as Portugal. 175 turns in, but I had other things to do, so I saved and shut down. Hours later I loaded up the game and all of my UI mods were just gone. The gameplay mods are still there, like new buildings, resources, etc, but anything that added to the UI is gone. If I start a new game they are there, but if I then exit to main menu and reload, gone. The UI mods are still listed in the Mods in Use section, they just aren't working. Any ideas how to resolve this? I can play without them, but they are really useful so I would rather keep using them if possible!
