I play with a lot of mods (about 100+) and I can't bother myself to look for which mod is causing this issue.
The issue is that the 'Purchase' tab in the city menu won't open if the city has a majority religion (whether it's your own religion or that of another civilization).
Is anyone else facing this issue? Which mod could be causing this?
