Barbary Corsair (Ottomans) - 19
Bireme (Phoenicia) - 20 (20-3) I wasn't that impressed with them. The +5 CS over galleys isn't that much on higher difficulties when the AI gets a bonus, the one extra movement can be hard to take advantage of when you only have coast tiles to maneuver in, and early in the game I typically don't have naval trade routes to benefit from protection (though you can always keep your biremes around for much later). Longships have the same advantages, plus way more!

Viking Longship (Norway/Harald Hardrada) - 23 (22+1) Better than the bireme in every way IMO. Has the same CS strength as a bireme (30), also gets 4 movement on coastal tiles, but these can retreat into the ocean to heal and pillaging is way more useful than protecting trade routes (especially as Norway when you're getting science and culture!). I mentioned earlier that a lot of what makes longships so good comes from Norway and Harald's abilities rather than the ship itself, but it all comes together to make an awesome package.
