[TOT] Unit becomes unbuildable in cities due to low stat?

I find a wierd thing: a unit meets all the requirements to be built, but it just doesn't show up in city's build list. And if I increase this unit's attack/defense stat in Rules.txt, this unit become buildable in cities.

Is this normal? Is there any way to make this unit become buildable without modifying its attack/defense stat?

I guess this is about "the musketeer and the knight slot" ?
 
No, musketeer slot is slot 8, knight slot is slot 19. The issue I described in the thread happens on all slots, it is not only about slot 8&19.
