You're referring to the Zulu advantage. Overrun is when you automatically win a battle and don't expend any movement doing so, unless you actually clear the square. So if there are seven units on a tile and you have overrun, you can kill them all one by one without using up your movement. If you're attacking a city and have overrun, you automatically take the city and kill all units inside.
Most civs need a 7:1 advantage to have overrun. Zulu get it at slightly less than half that. I think they need just better than 3:1 or maybe it is 3:1.
The math is different for overrunning barbs for some reason. It's something like 10:1 for most civs and 5:1 for Zulu, so an impi army will overrun a barb while a normal warrior army from another civ won't.
