What do they mean by free specialist?
Does it mean I don't have to feed him?
Does it mean he is a permenant addition to my specialists in that city?
What does it mean?

It means you have one extra citizen who doesn't consume food and doesn't add to unhealthiness and unhappiness.
He can't work any tiles and must be a specialist.

Also, they can be a wonderful addition to a city. If you didn't know, they don't have to be used in the city in which they were "born" -- you can add them to any city in your empire.

Not a great person, a specialist.
Thanks for reading carefully:crazyeye:

To be fair, given that you can turn a great person into a 'free specialist' there was nothing wrong with Andorim's post. But yeah, GoodSarmatian summed it up well.

Another quick point...you need a building - or Caste System - to support a specialist of some sort (a temple for a priest, library for a scientist, etc) to use the free specialist as that type of specialist. If, for example, you go to merchantilism for the free specialist in each city, and you don't have any of the specialist-supporting buildings (or Caste System), you're free specialist will be limited to the 'citizen' specialist.

The great person turned super-specialist isn't limited by this, of course.

It's what protestors shout when you have your Great Scientist locked up for heresy, of course.

As if any self-respecting medieval leader would buy that line about the Earth not being the center of the universe!

If I get a "one free specialist" wonder, do i have to allocate them myself or does my city manager do it for me?

Your city will manage it but usually it adds a specialist what you don't want.

Great Library gives you 2 free scientists.
Nothing to do. They are scientists, in th city where the GL is built.

Statue of Liberty gives 1 free specialist in all cities on same continent.
The city manager selects one available specialist for you, but not always the best one. When you finish building the wonder, you have to circle through all your cities and choose the best specialist for every city, according to:
- what can be selected (required building without caste system)
- what you need (need border expansion? take an artist. Low on cash? take a merchant. Low on hammers? take an engineer.

usually, when i finally build the statue, i change the civics to representation/caste system/mercantilism/pacifism.
This way you get a second specialist, building 6 beakers plus what you asked for, can choose the right specialist in every city and get 12 GPP/turn in every city.
I usually have a forge everywhere, so i can take an engineer as free specialist.

You also need to be able to assign the type of specialist you want - you can't assign him as an engineer if you don't have a forge.
